Public Input Invited on Proposed Vaal Special Economic Zone

South Africa’s Trade, Industry and Competition Minister Parks Tau has opened the floor for public participation on the proposed Vaal Special Economic Zone (SEZ), inviting stakeholders and citizens to submit written comments before April 20. The Department of Trade, Industry and Competition (dtic) will also host a public hearing later this month in the Sedibeng district, ensuring that community voices are heard in shaping this ambitious development.

A Strategic Investment for Sedibeng

The Gauteng provincial government submitted the application for the SEZ in April 2025, identifying 817 hectares of land parcels across all three local municipalities in Sedibeng. The proposed SEZ is already attracting strong investor interest, with priority investors lined up to begin construction in the 2026/27 financial year.

Tau emphasised that the SEZ is expected to significantly boost employment prospects during both the construction and operational phases, while also driving long-term industrial growth in the region.

Economic Impact: Jobs and GDP Growth

Phase 1 of the SEZ is projected to contribute R4 billion to GDP, with the figure rising to R10.7 billion once fully developed.

  • Construction phase (Phase 1): About 4,302 direct jobs and 1,305 indirect jobs are expected to be created.
  • Operational phase: A further 5,902 direct jobs will be generated, providing sustained employment opportunities for local communities.

This scale of investment positions the Vaal SEZ as a cornerstone of Gauteng’s industrial revitalisation strategy.

Sectoral Focus: Green Energy and Advanced Manufacturing

The SEZ is designed to serve diverse sectors, with a strong emphasis on renewable energy components manufacturing and green hydrogen technologies, including fuel-cell production.

Other priority sectors include:

  • Metallurgical manufacturing, with a focus on green steel.
  • Agroprocessing, including cannabis processing and broader agricultural value chains.
  • General manufacturing to support industrial diversification.
  • Electronics, aerospace, and aviation, leveraging proximity to Heidelberg Airport and logistics facilities on the Lesedi land parcel.

This multi-sector approach aims to position the Vaal SEZ as a hub for innovation, sustainability, and export competitiveness.

Community Engagement and Next Steps

Tau stressed the importance of public awareness and participation. The upcoming hearing in Sedibeng will provide a platform for residents, businesses, and civil society to engage directly with government officials and shape the SEZ’s development trajectory.

By inviting written submissions and hosting public consultations, the dtic is signalling its commitment to transparency and inclusivity in the planning process.

The proposed Vaal SEZ represents a bold step toward industrial renewal in Gauteng. With billions in projected GDP contributions, thousands of jobs, and a focus on future-facing industries like green hydrogen and advanced manufacturing, the SEZ could become a catalyst for regional and national growth.
